30 December 1922: The Union of Soviet Socialist Republics—Declaration of… & the Treaty on the Creation of the U.S.S.R. were signed by plenipotentiaries of the Russian, Ukrainian, Byelorussian, & Transcaucasian Bolshevik regimes & confirmed by the First All-Union Congress of Soviets, creating a nominally federative but practically centralized state dedicated to exporting "permanent revolution."
