Commentary: "Was/would have" because I'm fuzzy on the complex rules by which a saint's memorial is or is not celebrated when it falls on a Sunday in Ordinary Time.

Numbers 58 and up should make the rules for saints days falling on a Sunday in Ordinary Time as clear as mud, but you slightly less fuzzy on complex rules involved.
